Name
The correct order is Azhar Shaheen Qazi. The CV footer reads “Resume: Azhar Shaheen Qazi.” Older drafts and some certificate layouts put “Qazi” first or spell the first name “Azher.” Those are the same person. Arabic attestation uses أزهر شهين قاضي, son of محمد منير قاضي — Mohammad Munir Qazi.

What he does
The CV ribbon is the job, not a slogan: project management, quality management, site management, construction, engineering, procurement, planning and controls, inspections, retrofits, and shutdowns.
He also offers consultancy, trainings, counseling, proposals, estimation, and project controls and monitoring.
The signature fact
As QA&QC Manager he led a team of 135 engineers and inspectors. The standard he keeps repeating in the record is the same one: quality is the project specification and the ITP, not a personal opinion. He builds the Project Quality Plan, inspection and test plans, method statements (civil, mechanical, NDT), WPS/PQR, audits, NCRs and CARs, KPIs, punch lists, test packs, and the final dossier the client actually receives.

- DAE Mechanical — Government Polytechnic Institute, Lahore (Moltenan). Three-year programme completed December 1973; diploma awarded 1 September 1974. An attested Arabic translation of the diploma was prepared in Doha (Ministry of Foreign Affairs and Embassy of Pakistan, June 2013).
- PAEC — Level-1 Ultrasonic Testing, Scientific & Engineering Services Directorate, Pakistan Atomic Energy Commission. Course 18–30 August 1990, certificate issued 30 August 1990, valid to 29 August 1995. No. SES/XXII/011. Then of Descon Engg. Works, Lahore. Examination aligned with ISO DIS 9712, intended as a basis for NDT personnel certification in Pakistan.
- PIQC — Seven Basic Tools of Quality Control, three-day intensive programme, 28–30 March 1995, Hotel Holiday Inn Crowne Plaza, Karachi. Then of Descon Engineering (Private) Limited.
- PIM Lahore — Skills in Supervision (1989, on the CV) and Effective Communication Skills, 5–10 April 1999. Serial No. 005234, Certificate No. ECS-2L-05.
- Institute of Testing Technology, while employed by Descon Engineering Abu Dhabi, ASNT SNT-TC-1A (1996 edition), both issued 22 September 2001 and valid three years: Liquid Penetrant Testing Level II (colour contrast and fluorescent), certificate HTR032/PT/S SHJ; Radiography Testing, film interpretation, Level II, certificate HTR034/RT/9 SHJ.
- Moody International — two-day workshop on Integrated Management System awareness and auditing. Certificate #0746, 4 and 5 October 2004, Ambassador Hotel.
- SafeRad Institute — NDT and radiation safety. Liquid Penetrant Testing Level II, ASNT SNT-TC-1A (2006), certificate SF/PT/152-13, issued 30 July 2013, 32 training hours. Grades: general 85, specific 85, practical 80, composite 83.33 (minimums 70 / 70 / 70 / 80). Near vision J1, colour vision normal. Revalidation date 29 July 2018. Career, as the papers line up
He started in inspection, not in a boardroom. Industrial Inspection Consultants, 1975–1979, junior engineer inspection and welding inspector — radiographs, aluminum bus-bar welding, Pak Arab Fertilizer, SNGPL lines, PPL Sui. Then Imperial Construction (1979–1980) and ICI Polyester, Sheikhupura (1980–1982).
The long Descon chapter is the centre of the record. A Descon experience letter dated 25 April 2019 (NO.HRD/PF- C21075 \ 0326) certifies employment from 24 April 1985 to 1 September 2011, performance satisfactory, as Incharge QA/QC in four postings:
- PC&S — 24 April 1985 to 8 June 2003
- KSA BA — 9 June 2003 to 30 September 2004
- DCS BA — 1 October 2004 to 30 June 2007
- Qatar BA — 1 July 2007 to 1 September 2011
The CV also lists a Descon QA&QC Engineer role on the National Refinery lube-oil expansion from 1982–1985, before the start date on that 2019 letter. Later CV roles continue in Qatar after September 2011 (Barzan, then Qatar Business Area through 2015). Both documents are kept; they are not forced into one sentence.

He has held both sides of the site: I/C or Manager QA&QC, and Construction / Site Manager. That is why the same career contains welding interpretation in the 1970s and a 135-person quality organisation in Qatar.

- PARCO Mid Country Refinery — Construction Manager, about 1998–2000. Client Marubeni. 100,000 BPD. Process and offsite. Heavy lifts to 450 tons. Tank farm of 61 tanks including 3 spheres. Concrete about 40,000 m³; equipment about 5,500 tons; piping about 485,000 inch-dia; storage tanks about 11,000 tons.
- AES Lalpir — Construction Manager, about 1996–1998. Client Nichimen. 2 × 362 MW. Two water-tube boilers of 1,200 TPH each, turbines and generators, FGD on Unit 2. About 5.0 million man-hours and 2,900 manpower.
- Gasco Ruwais — I/C QA&QC, about 2001–2002. Client Technip. Live-plant civil and mechanical work under permit to work. Four shutdowns (two of 14 days, two of 5 days). Earthwork 59,500 m³; concrete 9,500 m³; equipment 1,800 tons; piping 1,900 tons.

Descon’s May 2015 Certificate of Appreciation names him Manager QA/QC for exemplary work in Shutdowns 2015, signed by Mansoor Rashid (Chief Operating Officer) and Abdul Razak Dawood (Chairman and CEO).
How Descon has written about him
- A long-service citation from A. Razak Dawood, Managing Director, addressed to him as Deputy Manager, for five years of service. The letter on file does not show a date.
- May 2015 appreciation for Shutdowns 2015, as above.
- 44th Founder’s Day, 15 December 2021. A handwritten note invited “Qazi Sahib” as someone who had played a monumental role in the institution, including the launch of a book on Descon’s 40-year journey. A letter from Murtuza Ali dated 28 January 2022 thanks him for attending on short notice on 15 December 2021.
How he runs quality
From the responsibilities he has actually held: build the QA/QC team so quality is not the bottleneck; client and bottleneck meetings; a project-specific Project Quality Plan; DIMS and method-statement training; internal audits and CAR close-out; subcontractor prequalification; ITPs executed on site; cost of repair, calibration, and rework; quality objectives as KPIs; dossiers and traceable filing; IMTE and MTC review; root-cause and lessons learnt; WPS/PQR for ASTM A-36 and SMAW, SAW, and GTAW; line-walk, punch list, and punch-killing with the client.
On the construction-manager side of the same career: schedule and labour, permits, contracts, method selection, weather and emergency response, and cost tracking — with a quality programme still inside the job, not beside it.
What the record implies, carefully
He came up through welding inspection and radiography, then spent decades inside Descon as both the person who builds the plant and the person who will not sign a weak joint. Live-plant work (Gasco Ruwais) and Qatar shutdowns are the places where quality and safety are the same decision. He trains people, including new hires, and the Founder’s Day letters treat him as part of Descon’s own history, not only as a file number.
